Oregon Health Authority

Cost Growth Target TAG

Overview

The Health Care Cost Growth Target Program was established within the Oregon Health Authority by Senate Bill 889 (2019). In 2020, the Health Care Cost Growth Target Implementation Committee developed recommendations to operationalize the health care cost growth target and how to measure spending.

The Implementation Committee recommended that OHA convene a technical advisory group open to payers who will be submitting data, provider organizations and other interested parties to work with OHA to finalize the data submission template and specifications, and data validation process.

The Health Care Cost Growth Target Program TAG may also be asked to address other technical topics, such as combining data across payers, how to treat entities that are both payers and providers, unattributed care, and attributing non-claims to specific entities.
