Behavioral Health Policy (BHP), within the Health Systems Division works across the Oregon Health Authority and the Department of Human Services, to provide policy analysis and evaluation to improve behavioral health outcomes in Oregon. BHP includes the Addictions and Mental Health Planning & Advisory Council, the US Department of Justice Agreement, and the Behavioral Health Information Sharing Advisory Group.
The Plan is designed to improve mental health services for adults with serious and persistent mental illness (SPMI) through performance outcomes measures, quality and performance improvement measures and gathering, studying and reporting data. Learn more about the Oregon Performance Plan.
The Mental Health Block Grant and the Substance Abuse Prevention and Treatment Block Grant provide funding for prevention, treatment and recovery support services for individuals who are uninsured or underinsured.
The Addictions and Mental Health Planning and Advisory Council (AMHPAC) reviews and monitors the Block Grants. AMHPAC membership includes state agency representatives, providers, consumers, family members, and advocates.
The Office of Consumer Activities (OCA) works to ensure that people who have mental health and addiction histories have a strong voice within the state behavioral health system.
