Strategic Plan

The Strategic Plan for Health Information Technology (IT) provides high-level priorities, guidance, and direction for health IT over the next five years. HITOC identified the priority work for partners in the health IT landscape to coordinate health IT efforts for the benefit of statewide progress. The plan was developed over a multi-year process involving HITOC meetings, two workgroups, and extensive community engagement. The Oregon Health Policy Board voted in support of HITOC's five-year strategic plan on May 7, 2024.

House Bill 2940 Report: Hemoglobinopathy Emergency Department Notification Program (2026)

This report outlines the approach to implementing real-time emergency department notifications for patients with hemoglobinopathies and provides a status update on program implementation.

Community Engagement and Input Report 2018-2023

This report compiles community and partner input across several years to help HITOC and OHA understand and leverage existing community input regarding experiences with health IT.

House Bill 4150 Final Report: Supporting Statewide Community Information Exchange (2023)

The CIE Workgroup was chartered by the Health Information Technology Oversight Council (HITOC) under House Bill 4150 (2022) to provide recommendations on strategies to accelerate, support, and improve statewide CIE in Oregon. The CIE Workgroup recommendations, community-based organization (CBO) perspectives, and HITOC comment are reflected in the House Bill 4150 Final Report: Supporting Statewide Community Information Exchange, submitted to the legislature January 2023.

Oregon

Health Reform Oregon
Oregon's health system transformation efforts are overseen by the Oregon Health Policy Board.

National

Direct-Trust
DirectTrust is a collaborative non-profit association of 124 health IT and health care provider organizations to support secure, interoperable health information exchange via the Direct message protocols.

Healthcare Information and Management Systems Society (HIMSS)
HIMSS is a not-for-profit organization focused on providing leadership for the optimal use of information technology and management systems for the betterment of healthcare.

The Sequoia Project
In 2012, The Sequoia Project was chartered as a non-profit 501(c)(3) to advance the implementation of secure, interoperable nationwide health information exchange. The Office of the National Coordinator for Health Information Technology, part of the US Department of Health and Human Services, transitioned management of its eHealth Exchange to The Sequoia Project for maintenance. Since 2012, the Exchange has grown to become the largest health information exchange network in the country. In 2014, it began to support additional interoperability initiatives beginning with Carequality.

Federal

Centers for Medicare & Medicaid Services (CMS)
The federal Centers for Medicare and Medicaid Services oversee the Electronic Health Records Incentive Programs, which provide eligible hospitals and medical professionals financial support to implement and meaningfully use electronic health record systems. The centers also develop meaningful use criteria that providers must meet in order to receive an incentive payment.

Healthcare.gov
Provides explanations about all aspects of federal health care reform.

Healthit.gov-ASTP
Assistant Secretary for Technology Policy/Office of the National Coordinator for Health IT website. Features general information about health information technology for both consumers and providers. It is also a resource to the entire health system to support the adoption of health information technology and the promotion of nationwide health information exchange to improve health care. ONC is located within the Office of the Secretary for the U.S. Department of Health and Human Services (HHS).
