The HUD 811 Project Rental Assistance (PRA) program helps people with disabilities who have extremely low incomes find affordable housing in Oregon.

HUD 811 PRA is a project-based program, which means the rental assistance is connected to certain housing units—not portable like vouchers.
This process involves working together with approved referral agents (service providers) identified by our state partners, the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). You can also view
the current list of HUD 811 PRA properties in Oregon. These lists reflect the current program in Oregon and may grow as more housing becomes available through additional funding.

Referral agents (Service Providers): Work with client to explain the program, check basic eligibility, and sign the application to verify disability status. If the applicant becomes a tenant, referral agents continue providing support to help maintain stable housing.

Oregon Housing and Community Services (OHCS): Manages waitlists, coordinates with properties and service providers, and oversees the HUD 811 PRA program in Oregon.

Property managers: Screen applicants, verify eligibility, calculate rent and utilities, complete HUD paperwork, and work with OHCS to process subsidy payments.

Step-by-step overview
Step 1: Marketing and outreach
Referral agents help raise awareness about the HUD 811 Project Rental Assistance (PRA) program in their communities and regions. They follow outreach guidelines in the Affirmative Fair Housing Marketing Plan, which ensures that information is shared fairly and reaches people who may benefit from the program.

approved referral agent in your area who will help you take the next steps.
Step 2: Referral Agent helps you apply
Once you’re connected with a referral agent, they will:
- Explain how the HUD 811 PRA program works
- Ask you some basic questions to see if you might be eligible
- Help you fill out the application
- Help you choose which HUD 811 PRA properties you want to apply for
Step 3: Complete application
After everything is ready, your referral agent will send your completed application to OHCS for review.
Step 4: OHCS reviews your application
After your referral agent sends your application, OHCS reviews it to confirm your eligibility for the HUD 811 PRA program.
- If you are eligible, OHCS will add you to the waitlist(s) for the property or properties you selected. OHCS will also notify your referral agent about your eligibility status.
- If you are not eligible, both you and your referral agent will receive a letter explaining the decision. Your referral agent can help you decide whether to appeal.
Step 5: Property vacancy and waitlist referral
When a unit becomes available at a HUD 811 PRA property, the property manager notifies OHCS.
OHCS checks the waitlist and refers the next eligible applicant based on their position in line. If you are next, OHCS will send your application to the property manager.
Both OHCS and the property manager have their own Tenant Selection Plans. OHCS uses its plan to manage the waitlist and referrals. The property manager uses theirs to review applications, which may include additional screening criteria allowed by HUD.
Step 6: Property works with the client, and when needed, their RA to complete the application and provide the required documents is the client approved?
After OHCS sends your application to the property, the property manager will ask for documents to confirm you meet both HUD requirements and the property's own screening criteria. Be ready to provide:
- Proof of Age
- Social Security Verification
- Income Verification
- Employment Income (if applicable)
- Bank Statements (if applicable)
- Medical Expenses (if applicable)
If you're approved and choose to move in, the property manager will offer you a lease. They’ll also complete the required paperwork and send it to OHCS so your rental assistance can begin. Once you move in, OHCS will update your status and remove you from other HUD 811 PRA waitlists.
Step 7: If your application is denied
If your application is denied, the property manager will send you a letter explaining why and how you can appeal. You also may choose not to accept the unit after approved screening.
You decide what to do next. You might choose to appeal the decision, or you may decide not to. Your referral agent can help you understand your options and support you through the process.
If you don’t appeal within the required time, the property manager will notify OHCS, and you’ll be removed from that property’s waitlist. You’ll stay on any other HUD 811 PRA waitlists you were added to.
