The Factory-Produced Housing Initiative, created by
House Bill 3145 in 2025, seeks to spur awareness and adoption of factory-produced housing across the state.
Through HB 3145, OHCS will fund up to five factory-produced housing (FPH) projects with Local Innovation and Fast Track (LIFT) funds for a total of $25M. These projects will be a mix of affordable homeownership and rental projects.
Additionally, OHCS has contracted with the Network for Oregon Affordable Housing (NOAH) to form a Factory-Produced Housing Advisory Committee (FPHAC) and raise awareness, capture knowledge, and identify pathways to increase factory-produced housing in Oregon.
Factory Produced Housing Project Selection Form now available
OHCS is accepting applications for affordable rental and homeownership projects that plan to use factory-produced methods through April 6. The FPH Project Selection Form is the first step to access the Local Innovation and Fast Track (LIFT) set-aside established by HB 3145.

Factory-Produced Housing Advisory CommitteeThe FPHAC brings together a diverse group of stakeholders to inform the activities undertaken throughout the initiative. The FPHAC will support the creation of project selection criteria that will help ensure that this investment in factory-produced housing is equitable, effective, and aligned with the needs of Oregon communities. Additionally, the FPHAC will give input on the development of a technical assistance plan that will benefit the funding recipients and others in the field. The FPHAC will kick off its work in November 2025 and continue through June 2027.
FPHAC members were selected based on the composition requirements outlined in the bill, as well as their demonstrated leadership and subject matter expertise. While the committee brings together a strong group, space was limited, and we recognize that not all qualified voices could be included. Interested parties are welcome to stay engaged by attending FPHAC meetings, which are open to the public, and by providing feedback to NOAH or the program contact listed below.
