Purpose: OHCS is the state grantee of the federal Low-Income Home Energy Assistance Program (LIHEAP), which provides bill payment assistance for households with low incomes to supplement home heating and cooling costs. As part of the state application process, OHCS must offer an opportunity for the public to provide comments on the draft state plan. During this public hearing, OHCS will provide an overview of Oregon’s draft state plan and seek public input on proposed changes and potential impacts.

Draft 2026 DOE Weatherization Assistance State Plan for Oregon

OHCS is the state grantee of the U.S. Department of Energy (DOE) Weatherization Assistance Program, which provides services for households with low incomes that reduce long-term energy consumption and address health and safety issues. As part of the state application process, OHCS offered an opportunity for the public to provide comment on the draft state plan.
