The Water Quality program plans to increase fees in 2027 for fiscal year 2028, as provided in ORS 468B.051. Per statute, the amount of the increase may not exceed the anticipated increase in the cost of administering the program or 3%, whichever is lower. The proposed fees will cover costs associated with sustaining current service levels for water quality programs. Without this increase, DEQ may need to reduce staff. A reduction of staff could slow work and cause a backlog in issuing permits and certifications.
DEQ proposes amending rules to increase water quality fees by the following amounts above the 2026 fees:
- Up to 3% for NPDES/WPCF fees effective July 1, 2027
- Up to 3% for Onsite fees effective July 1, 2027
- Up to 3% for 401 Dredge and Fill fees effective July 1, 2027
- Up to 3% for Underground Injection Control fees effective July 1, 2027
