Bridge funding opportunities with community-identified needs, to increase statewide capacity of behavioral health housing, through the administration of legislatively appropriated funding  prioritizing minoritized communities most impacted by health inequities and the organizations that serve them.

Our Foundational Goals

  1. Engaging Oregon communities through shared leadership and decision-making to aid in identifying and addressing existing equity gaps in behavioral health housing.
  2. Increasing community agency and voice throughout the funding process.
  3. Increasing statewide capacity of behavioral health housing by more than 3,700 beds/units as recommended in the Residential+ Facility Study's five-year plan.

Behavioral Health Investments Are: 

Funding of capital development projects to support the development, acquisition, renovation or expansion of physical infrastructure that supports behavioral health services. This includes behavioral health housing and treatment facilities that serve individuals with serious and persistent mental illness (SPMI) and/or substance use disorder (SUD).
