About Oregon's Medicaid Quality Strategy

The Oregon Health Plan (OHP)  is our state’s Medicaid program. It provides health care coverage for people from all walks of life. This includes working families, children, pregnant adults, single adults and seniors.

OHA creates a list of goals to help make the care OHP members get even better. That list of goals and the road map for how to reach them is called Oregon’s Medicaid Quality Strategy.

CMS asks states to update and submit quality strategies every three years. Oregon will submit its quality strategy on September 30, 2025.

Public comment

OHA welcomed public review and input on Oregon’s Medicaid Quality Strategy between July 7 and August 25, 2025. OHA held three public listening sessions and also welcomed comments via email and public surveys in English and Spanish.

Previous Quality Strategies

Medicaid Quality Strategies are submitted every three years. Sometimes CMS requests an update. You can find previous Strategies and updates below:
  The Oregon Health Authority (OHA) will submit Oregon’s Medicaid Quality Strategy to the Centers for Medicare & Medicaid Services (CMS) for approval on September 30, 2025.
