As part of Oregon’s CMS 1115 Medicaid Waiver, all coordinated care organizations (CCOs) are expected to participate in two statewide performance improvement projects (PIPs). Each statewide PIP is intended to have a common goal with the flexibility for each CCO to develop interventions to meet the needs of their community. The first statewide PIP is targeted to support integration of services across Oregon. The second statewide PIP, to be developed in 2022, is to support reduction in substance use disorder (SUD) in Oregon.
Integration Statewide PIP
The current 2021-2024 integration statewide PIP topic is:
Oregon Statewide Performance Improvement Project on Mental Health Access Monitoring.
This involves CCOs across Oregon working in their communities to ensure access to mental health services for Oregon Health Plan members ages 2 years and above. To support the project, a measure with multiple stratifications was developed to ensure equity in the delivery system and aid in reaching OHA’s 10-year goal to eliminate health disparities. Metric specifications and value sets to calculate are listed below. If additional support is needed to calculate the mental health access monitoring measure, please email

SUD Statewide PIP
Development begins in 2022.
