Adult Mental Health Services Resources and Programs

​Choice Model, formerly The Adult Mental Health Initiative (AMHI)​, is designed to improve coordination and community responsibility for the delivery of adult mental health services by OHA, CCOs, stakeholders and the community.

​Civil commitment​ is a process in which a judge decides whether a person who is alleged to be mentally ill should be required to go to a psychiatric hospital or accept other mental health treatment.

​​Co-occurring substance use and mental health disorders require coordinated identification, evaluation, and treatment.​​

​Diversion Services​ assist individuals who due to serious and persistent mental illness, neurocognitive conditions or developmental disability are facing prosecution for a non-violent felony or misdemeanor.

Oregon State Hospital​ (OSH) provides patient-centered, psychiatric treatment for adults from throughout the state who need hospital-level care. People served at Oregon State Hospital fall into the following categories:

  • ​Civil commitment: People who have been found by the court to be an imminent danger to themselves or others, or who are unable to provide for their own basic health and safety needs, due to their mental illness.
  • Guilty Except for Insanity: People who committed a crime related to their mental illness.
  • Aid and Assist: People who have been arrested but are not able to participate in their trial because of a mental illness.​


​​Learn about OHA's work to expand the use of peer-delivered services​ to help transform Oregon's behavioral health system of care and promote recovery.​​

​PASRR​ assesses, through progressive screening, whether applicants for nursing facilities have serious mental illness or an intellectual disability, and if the nursing facility is an appropriate placement.​

​​Resources for all state and community providers, and those who oversee public mental health and addiction services about trauma​:

  • The effects of psychological trauma, 
  • Assessing for the presence of symptoms and problems related to trauma, and 
  • How to develop and offer services that facilitate recovery in accordance with Oregon Administrative Rules and OHA policy.​

​OHA and United States Department of Justice (USDOJ)​ have a shared interest in utilizing the Health System Transformation to improve health outcomes for individuals with severe and persistent mental illness.

One in four Oregon veterans have been frustrated about seeking care for mental health or substance use issues, according to a survey completed by more than 4,000 veterans.
