In 2025, OPS adopted a number of permanent rules and also one temporary rule.
The rulemaking process for permanent rules concluded in the Fall of 2025. You can read a
Letter to the Public that highlights frequent themes and how they were addressed in the regular 2025 rulemaking. In addition, OPS sent letters to licensees, training programs, and permitted workers about the new and updated rules, effective January 1, 2026. OPS also engaged in a temporary rulemaking amending
OAR 333-333-4300, related to psilocybin service centers, which was initially effective on August 29, 2025. These temporary rules went through an additional rulemaking process and were adopted as permanent on January 22, 2026. You can read the

2025 Temporary Rule - Initial Filing
Oregon Psilocybin Services (OPS) filed a temporary rule amending OAR 333-333-4300 related to psilocybin service centers. The temporary rule amends OAR 333-333-4300(6) to require that an authorized temporary use may only occur between the hours of 6:00 AM and 11:59 PM local time. This temporary rule is effective Friday, August 29, 2025.
OPS recently discovered an unintended loophole in administrative rules regulating hours of operation and authorized temporary uses for service centers. The temporary action will explicitly prohibit temporary uses at licensed service centers after 11:59 PM. Service centers are required to comply with this temporary rule.

On January 16, 2026, OPS sent a
Letter to Training Programs describing the requirement for all training programs to be registered with the Oregon Secretary of State and maintain an active registration in order for curriculum to be approved or reapproved by OPS. This requirement is effective January 1, 2026 and was also described in a similar
Letter to Training Programs sent on November 18, 2025.

2025 Regular Rulemaking - Rules Advisory Committees (RACs)
OPS convened 3 Rules Advisory Committee (RAC) meetings in July to discuss draft rules related to psilocybin services, including implmentation of 2025 legislation. Meeting materials and audio recordings are available by clicking the meeting dates below.
RACs are an important part of the rulemaking process. RAC members provide input on draft administrative rules. RACs are comprised of individuals who have subject matter expertise, lived experience, and who are likely to be affected by the proposed rules. The RAC process is designed to include a diversity of opinions and viewpoints. In addition to providing recommendations, RACs evaluate fiscal and racial impact of the proposed rules. Draft rules are updated based on RAC input, and the next version of proposed rules is then made available during the public comment period.
