HMIS Meeting Materials: June 9, 2025

This is a monthly meeting convened by the Oregon Multi-CoC (OMC) HMIS Governance Committee for the purpose of assisting the administrator (OHCS) in communicating information and developing site protocols for planning and design that impact the OMC HMIS site. Participating Continuums of Care (CoC) include OR-502, OR-503, OR-504, and OR-505.

  2. FY 2026 HUD Data Standards Changes
  3. Governance Committee By-Laws - Article XIV: Code of Conduct 
    1. Section F: Annual Declaration - Governance Committee members are to annually receive a copy of the Code of Conduct, acknowledge receipt by signing a form, and submit a copy of the signed form to the Governance Committee Secretary.
    2. To be sent out to the voting representatives (main & alternates) & admin team 
    3. Please return a signed copy by June 30, 2025

Minutes from previous meeting (May 12) were approved and seconded.

FY 2026 HUD Data Standards Changes

  • Angela Mullin’s presentation of upcoming FY2026 HUD Data Standards changes
    • Data Standards & Reporting Updates
      • Updates take effect on Oct. 1, 2025
      • WellSky, the vendor, is implementing these changes and will provide a preview in September for training and preparation
      • HMIS End Users should begin recording new data elements as of Oct. 1
    • Key Changes
      • Universal Data Elements (UDE): 3.06 Gender Identity: HUD no longer requires capturing 
        gender identity.
      • Common Program Specific Data Elements (PSDE): New Data Element: (Options: Male, Female, Client Doesn't Know, Prefers Not to Answer, Data Not Collected).
    • Retired Questions: R2 Sexual orientation.
    • Additional Responses: R13 Family Critical Issues now includes Client Doesn't Know,Client Prefers Not to Answer,and Data Not Collected.
  • VA/SSVF Updates:
    • V2 Services Provided - “Healthcare Navigation” added to service types.
    • V3 Financial Assistance - “Date Provided” added as a new field.
    • V7 HP Targeting Criteria – Edited dependent field labels – Questions [P] & [Q]
    • V10 – “Mental Health Consultation” added as a new element
  • Reporting Adjustments
    • XML no longer supported. 
    • CSV Updates: 
      • Remove Gender from Client.csv 
      • Remove Sexual Orientation in Enrollment.csv 
      • Add Sex to Client.csv 
    • HUD APR/CAPER 
      • Remove questions: Q10a: Gender, Q10d: Gender by Age Ranges, Q25c: Gender – Veterans, Q26c: Gender of Chronically Homeless Persons, 27c: Gender – Youth, Q24c: Sexual Orientation of Adults in PSH
      • Add new question: Q24e: Sex
