HMIS Meeting Materials March 9, 2026

This is a monthly meeting convened by the Oregon Multi-CoC (OMC) HMIS Governance Committee for the purpose of assisting the administrator (OHCS) in communicating information and developing site protocols for planning and design that impact the OMC HMIS site. Participating Continuums of Care (CoC) include OR-502, OR-503, OR-504, and OR-505.

Meeting Minutes

  1. Approval of minutes from meeting on Feb. 9, 2026
  2. Topic: OHCS HMIS Solutions Project
    1. There is no new major news. Work is continuing on project requirements.
    2. A group called IQMS has been chosen to help oversee and monitor the project.
    3. Work has started on the next RFP (Request for Proposals).
  3. Topic: Personal ID – Client Search/Client Profile
    1. Members talked about the new 30-digit Personal ID added recently in HMIS. The Personal ID is replacing the Unique Client ID used for reporting.
    2. Some duplicates may receive the same Personal ID if key information matches.
    3. This helps reduce duplicate client records in reporting.
    4. If anyone sees problems, they are asked to send examples so the OHCS HMIS can investigate them.

    1. Members are encouraged to send topics to the OHCS Help Desk email address or directly to Ken Thompson or David Peak.
  5. Topic: Announcements/Updates
    1. Missing Exit Assessments
      • A system issue removed OHCS 2026 exit assessments from many projects.
      • Some CoCs have already fixed the issue.
      • If exit assessments are missing, members should contact their CoC HMIS Lead.
      • A warning prompt by WellSky will be added to prevent this issue in the future.
    2. FY2026 HMIS Data Standards Manual posted to HUD Exchange
      • The new data standards have been posted on the HUD Exchange.
      • The link will be included in the meeting minutes sent out later.
    3. Data Quality Question (85% Rule)
      • A question was asked about upcoming data quality rules.
      • OHCS HSD P&E has not received details yet and is still waiting for information.
    4. SPM Update? 
      • CoCs confirmed they submitted their SPM reports.
      • Some also resubmitted updated versions of FY2024.
    5. News to share?
      • Members discussed the upcoming WellSky HIC/PIT webinar.
