Oregon Residents and Tribal Members

CERTA funds multiple home weatherization programs to regulate home temperatures while keeping utility costs low. Weatherization projects include installing insulation, and in some cases, replacing windows and doors. Eligibility and rebate amounts for each program varies.​

• Energy Trust of Oregon and Community Partner Weatherization Programs: These programs provide incentives for installing insulation and other home improvements for Oregon residents and tribal members who are utility customers of Portland General Electric, Pacific Power, NW Natural Gas, Avista Natural Gas and Cascade Natural Gas.
• The Oregon Department of Energy Weatherization Program: This program provides incentives for weatherization to low-income Oregon residents and tribal members who are utility customers of consumer-owned utilities such as cooperatives, People's Utility Districts, or utility services provided by a municipality or local government agency.

• CERTA funds the Department of Environmental Quality Oregon Clean Vehicle Rebate Program which provides rebates to low-income Oregon residents and tribal members who purchase eligible electric vehicles. OCVRP will open applications for rebates at specific times during the year and will remain open until the funds are depleted. Applicants can apply to be prequalified for the Charge Ahead Rebate to verify eligibility before purchasing or leasing a vehicle, or to receive the rebate at the time of sale or lease at a participating dealer.
  
• The DEQ Medium and Heavy-Duty Clean Truck Grant​ Program offers grants to individuals to purchase medium or heavy-duty trucks.​​​

Oregon Department of Energy's Heat Pump Purchase Program provides $2,000 heat pump incentives for homeowners, rental property owners, and new construction developers/builders to keep homes warm in the winter, cool in the summer and reduce the cost of utilities.​​​

CERTA funds an Oregon Department of Environmental Quality program to reduce the embodied carbon of housing production through two strategies – converting existing non-residential buildings to housing (reuse) and building space-efficient housing. These strategies reduce the GHG emissions associated with the materials used in building construction, also called embodied carbon.

Projects will also use lower embodied carbon construction materials on their builds. DEQ will provide technical assistance to support projects to use lower embodied carbon materials.

Reuse projects must convert existing non-residential buildings to housing. This may be office-to-residential, hotel-to-residential, upper story of downtown buildings-to-residential, or others. Reuse rebates are available within the following jurisdictions: Medford, Ontario, Pendleton, Portland, and Reedsport.

Space-efficient housing projects must limit the square footage of new housing units. DEQ has specified limitations by unit-type, including limits for studios, 1-bedrooms, 2-bedrooms, and 3-bedrooms. These projects may be Accessory Dwelling Units, cottage clusters, or multi-family apartment buildings. Space-efficient housing rebates are available within the following jurisdictions: Bend, Eugene, Hood River, and Tillamook County.
