Air Quality Permitting Updates 2022

Adopted rule

Administrative Order No. DEQ-19-2022
Filed: Nov. 18, 2022
Effective: March 1, 2023

Rulemaking contact: Jill Inahara, 503-875-4903

The Environmental Quality Commission approved updates and revisions to several rules that pertain to air quality permitting. DEQ proposed policy changes that strengthen the permitting program, streamline the rules, and improve the permitting process and statewide consistency. Adopted rule revisions include corrections to typographical errors and non-technical changes to make permitting rules easier to understand and implement. Adopted rule revisions also address some of the deficiencies identified in the 2018 Secretary of State Air Quality Program audit and allow DEQ to address some environmental justice concerns.

DEQ convened an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
