This rulemaking is central to DEQ’s efforts to reduce harmful diesel engine exhaust and transportation-related greenhouse gas emissions. The Environmental Quality Commission adopted medium- and heavy-duty diesel engine standards adopted in California. Oregon is one of the Section 177 states that has opted in to California’s vehicle and truck emission standards. This rulemaking adopted by reference a few of California’s rules including:
- The Advanced Clean Trucks rule, which require manufacturers of medium- and heavy- duty vehicles to sell a certain percentage of zero emission vehicles beginning with the 2025 vehicle model year.
- The Heavy Duty Low NOx Omnibus rules which require heavy duty vehicle manufacturers to comply with tougher NOx emission standards, overhaul engine testing procedures and further extend engine warranties to ensure NOx emissions are reduced.
- Updates to the low emission vehicle (LEV program) rules to ensure they are identical to California’s current light duty vehicle emission standards.
Clean Trucks Rule public forum
On Sept. 29, 2023, DEQ held a public forum on the Clean Trucks rulemaking.
DEQ convened an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
