Behavioral Health Policy analyzes and evaluates policies to improve behavioral health outcomes in Oregon.

Our current focus

In November 2020, Oregon voters passed Measure 110, or the Drug Addiction Treatment and Recovery Act. Learn more about OHA's role in implementing Measure 110.

Oregon Performance Plan

The Plan intends to improve mental health services for adults with serious and persistent mental illness (SPMI) . It sets goals for health outcomes and quality improvement. OHA reports on how Oregon meets those goals. Learn more about the Oregon Performance Plan.

AMHPAC / Block Grants

Block Grants fund behavioral health prevention, treatment and recovery support services the uninsured or underinsured.

The Addictions and Mental Health Planning and Advisory Council (AMHPAC) oversees the grants. AMHPAC membership includes state agency representatives, providers, consumers, family members, and advocates.

Office of Recovery and Resilience

People who have mental health and addiction histories need to be heard. The Office of Recovery and Resilience raises their voices to inform the state behavioral health system.
