In 2021, the Oregon legislature passed
House Bill (HB) 2086, which included multiple provisions and called for the establishment of the Behavioral Health Committee of the Oregon Health Policy Board. The committee’s purpose is to increase the quality of behavioral health services and transform Oregon’s behavioral health system through improved outcomes, metrics, and incentives. The committee will direct this work for the Oregon Health Authority (OHA) and will be supported by staff from OHA’s Office of Behavioral Health Services.
The Behavioral Health Committee is led by community members with lived experience who will use their expertise to advance the transformation of Oregon’s behavioral healthcare system. The community members’ perspective will allow a thoughtful review of how the system is functioning and will help identify needed system improvements.
The Behavioral Health Committee will work toward OHA’s goal of achieving health equity by 2030 and will use a health equity lens in all its work. Health equity will be reached when all people can reach their full health potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, gender, gender identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances. Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including Tribal governments, to address the equitable distribution or redistribution of resources and power. This work includes recognizing, reconciling, and rectifying historical and contemporary injustices.
The Behavioral Health Committee will meet weekly on Mondays from 10 a.m. to 12 p.m. until further notice. All meetings are currently held virtually and can be accessed by the Zoom link, below. Each meetings’ agenda will be posted to this page prior to the meeting and minutes will be posted as soon as possible after each meeting.
