Information for Property Owners
The Oregon Medical Marijuana Program (OMMP) is responsible for the registration, regulation and oversight of medical marijuana in Oregon, including but not limited to medical marijuana growers, grow sites, and medical marijuana processing sites.
The passage of Senate Bill 907 in the 2025 legislative session made changes to the requirements around written consent from the property owner. If someone applies to register a medical marijuana grow site or processing site at a property they do not own, Oregon law now requires written, notarized consent from the property owner. This applies to all registrations issued, renewed, or any changes made to a registration on or after January 1, 2026.

When is Consent Required?
Notarized consent is required if:
- A patient or grower applies to grow medical marijuana at a property they don't own.
- A person wants to register a processing site at a property they don't own.
Who Completes the Consent From?
The form should be completed by the property owner. If the property is owned by a legal entity such as a Trust or LLC, the form must be signed by someone who has authority to sign on behalf of that legal entity. Legal documentation, which includes the property owner’s legal representative first and last name,
must be included with the consent form.
Consent Duration Options
On the form, the property owner must select one of the following:
- Consent remains valid until it is withdrawn in writing. Or
- Consent expires on a specific date. The date must cover at least one full annual registration term.
Withdrawing Consent
If a property owner wants to withdraw consent for a grower, for the property being used as a medical marijuana grow site, or for the property being used as a medical marijuana processing site, they may contact OMMP at:

Information to include:
- Property owner’s name
- Whether the address is being used as a grow site or processing site
- Grow site or processing site address
- Name of the grower or growers who will have their consent withdrawn
Withdrawing consent will not result in the immediate removal of the grower’s registration. OMMP will contact the grower(s) and provide a deadline for them to comply.
Notary Public Information
To get a document notarized, you need to find a notary public and have them witness your signature on the document and verify your identity. A notary only verifies your identity and witnesses you signing the document willingly. A notary does not verify any other information on the document.
You may choose an in-person or online notary service, also called Remote Online Notarization (RON). Oregon allows individuals to remotely notarize documents online using secure technology platforms.
