Family Connects Oregon Statutes and Rules
In 2019, Oregon passed Senate Bill 526 (SB 526) tasking Oregon Health Authority with designing and implementing a voluntary statewide program to provide Universally offered Newborn Home Visiting (UoHV) services to all families with newborns residing in this state to support healthy child development and strengthen families.
OHA is using the Family Connects model, named Family Connects Oregon (FCO) in the state. FCO is an evidence-based, voluntary, opt-in UoHV program, and the only model that meets the statutory requirement.
Oregon Revised Statute 743A.078 (ORS 743A.078) requires FCO services to be covered by health benefit plans. Medicaid and commercial insurance plans regulated by Oregon's Department of Consumer and Business Services (DCBS) must fully reimburse an FCO provider for the cost of the service without any cost-sharing, coinsurance, or deductible (see SB 1555 and by rule under ORS 433.301 [7] and [8]).
Oregon Administrative Rules (OARs) in chapter 333, division 6 provide Family Connects Oregon oversight.
