Proposed Administrative Rules - Direct Entry Midwifery - Legend Drugs & Devices
The Health Licensing Office (HLO), in coordination with the Board of Direct Entry Midwifery (Board), initially filed a Notice of Proposed Rulemaking with the Secretary of State for publication in the March 2026 Oregon Bulletin. Following the filing, HLO was informed that the estimated costs associated with the equipment and supplies required for compliance with the rule may be inaccurate, and that instructions for joining the public rule hearing via videoconference were inadvertently omitted from the notice.
The HLO will be filing a Notice of Proposed Rulemaking with the Secretary of State for publication in the April 2026 Oregon Bulletin which will have the corrected fiscal impact and public rule hearing information. Interested parties will be notified once the rules have been filed in April.

The Public rule hearing scheduled for March 25, 2026, is CANCELLED.
The Public rule hearing will now be held on April 29, 2026, from 10 a.m. to 12 p.m. (noon). Interested parties may attend the hearing in-person at the address listed above or through Zoom.
