The ITS program provides intensive psychiatric services to children and adolescents diagnosed with a mental health condition. ITS programs include 24-hour residential psychiatric care, psychiatric day treatment services, Secure Children’s Inpatient Treatment Programs (SCIP), Secure Adolescent Inpatient Treatment Programs (SAIP), and sub-acute psychiatric treatment programs.
The Chapter 309, Division 8 Oregon Administrative Rules (OARs) outline the certification requirements for ITS programs.
To provide licensure as a CESIS for Qualified Mental Health Professionals (QMHPs) who are employed by a division-certified ITS program.
A licensed CESIS is authorized to order, monitor and evaluate the use of seclusion and personal restraint in certified ITS facilities.
A CESIS license is not issued as an additional credential to currently licensed practitioners such as licensed clinical social workers, licensed registered nurses, licensed psychologists, licensed professional counselors, licensed marriage and family therapist or licensed physicians.
The Chapter 309, Division 22 Oregon Administrative Rules (OARs) outline the requirements for a CESIS license.
To obtain a CESIS license, the agency certified by the division to provide ITS residential treatment shall apply on behalf of the applicant.
