CALLING ALL RURAL COSMETOLOGY PRACTITIONERS! The Health Licensing Office (HLO) and the Oregon Board of Cosmetology (Board) invite qualified and interested parties to apply to serve on a Rules Advisory Committee (RAC) to assist with implementation of House Bill 2380 (2025). We strongly encourage participation from rural cosmetology practitioners, as the bill establishes a provisional certification pathway limited to applicants whose residence is located at least 50 miles from a school offering instruction in the applicable field of practice, making practitioners in rural communities among those most affected.
HB 2380 (2025) requires the Board to adopt administrative rules related to obtaining and renewing provisional certificates, applicable fees, verification of an applicant's residential address, and required supervised practice hours. The bill also directs the Board to establish standards for supervisor qualifications and supervision requirements, as well as the qualifications necessary for a provisional certificate holder to transition to a full practitioner certificate.
The RAC will provide feedback on draft administrative rule language developed to meet these requirements. In particular, RAC members will provide feedback on draft administrative rules related to supervision requirements for provisional certificate holders, including required supervised practice hours and supervisor qualifications.
RAC members will receive draft administrative rule language in advance of each meeting. HLO staff will facilitate discussion and review of the draft rules with the RAC. Feedback from RAC members and public comments will be recorded and published on the Board's website. The HLO will summarize RAC discussions for the Board and present draft proposed rules for review and approval. No decisions will be made during RAC meetings, no votes will be taken, and consensus is not required.
The HLO strongly encourages applications from individuals and representatives with relevant experience, including those from rural communities and communities likely to be affected by the proposed rules.
Preferred Qualifications • Be a cosmetology practitioner certified in a field of practice for at least five (5) years • Have no current or pending disciplinary action • Have experience or interest in supervising and training provisional certificate holders • Be willing to provide insight on minimum competencies for each field of practice, supervision standards and requirements, and practice considerations, particularly in rural or underserved communities
External experts, practitioners, advocates, and other interested individuals are also encouraged to provide input during the rulemaking process, even if not selected to serve on the RAC.
