2026 Annual Rulemaking - Part One
A Rules Advisory Committee (RAC) met during the week of July 6-9, 2026 to discuss the impact of the proposed rules. OPS considered RAC input and published a revised version of proposed rules on September 1, 2026. OPS held a 21-day public comment period from September 1 - September 21, 2026.

2026 Annual Public Hearings - Part One
All members of the public were invited to attend Public Hearings and provide comments. The public hearings were on Tuesday, September 15, 6:00 – 7:30 PM (Pacific Time) and Wednesday, September 16, Noon – 1:30 PM (Pacific Time).

July 2026 RACs - Part One
The 2026 Rules Advisory Committee (RAC) met in July. OPS assembled two RAC “tables". One discussed proposed rules related to training and facilitation, and the other discussed proposed rules related to products and premises. The recordings of each meeting can be found below.
