Cleaner Air Oregon and Air Toxics Alignment and Updates 2021

The Environmental Quality Commission adopted rules to integrate the recently established Cleaner Air Oregon program with the original Oregon Air Toxics program, adopted in 2003. The rulemaking:

  • Strengthens the process for setting and revising toxicity values for toxic air contaminants

  • Aligns DEQ’s Air Toxics Program OAR 340-246 and the recently established Cleaner Air Oregon Program OAR 340-245

  • Clarifies certain CAO requirements for facilities and address inefficiencies in the risk assessment process.

​​DEQ is convening an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
