The Financial Investments and Outcomes Office

The Financial Investments and Outcomes Office (FIOO) was formed in 2024 within the Fiscal and Operations Division to enhance existing budget processes across OHA and further highlight how OHA’s budget impacts its goals. FIOO is a unique initiative that aims to integrate policy, strategy, and budgeting for OHA. FIOO focuses on three main areas: enhancing budget transparency, aligning agency priorities across divisions and programs, and providing guidance and support for budgeting across all areas of OHA. Ways & Means Presentations

Each legislative session, FIOO oversees the development of OHA's budget presentations to the Joint Committee On Ways and Means Subcommittee On Human Services, collaborating closely with the OHA Government Relations and Budget teams to ensure consistency and alignment across the agency.

Agency Request Budget, Governor's Budget and Legislatively Adopted Budget


FIOO supports the development of  the Agency Request Budget and Governor's Budget, helping to integrate outcome reporting into the statewide budget development process. The Governor's Budget ties into the Legislatively Adopted Budget.  These budget documents provide detailed descriptions of programs and their expected outcomes, ensuring alignment with state budget priorities. Progress & Impact Reports


Throughout the biennium, FIOO facilitates the development of Progress & Impact Reports. Progress & Impact Reports offer a comprehensive overview of a program's baseline, detailing its budget along with its unique goal areas, outputs, and outcomes.
