Cost Growth Target Implementation Committee

OHA, in collaboration with the Department of Consumer and Business Services (DCBS), and the Oregon Health Policy Board (OHPB) are charged with developing and implementing the Cost Growth Target program. SB 889 (2019) established an Implementation Committee, charged with recommending steps to operationalize the health care cost growth target and how to measure spending. The Implementation Committee began meeting in November 2019 and will sunset December 2021. 

The Implementation Committee submitted their recommendations to the Oregon Health Policy Board and the legislative assembly in January 2021.
The Implementation Committee recommended that OHA should convene a technical advisory group (TAG) to develop the data submission template and specifications, and inform data collection methods, cost drivers, variation in cost growth, and unintended consequences of the cost growth target. The Cost Growth Target TAG launched February 2021.
