Resolving Barriers for Youth and Families
The Barrier Review Policy and Procedure ended Dec. 31, 2025. Local Systems of Care can no longer formally escalate barriers to the
System of Care Advisory Council (SOCAC). However, SOCAC will continue to:
- Monitor barriers submitted to Oregon Health Authority every six months and
- Offer technical assistance and support to local Systems of Care upon request.
The 2026-2029 System of Care Strategic Plan will address most outstanding barriers.
