System of Care Strategic Plan

About the Plan

Section 3 of Senate Bill 4 (2021) requires the System of Care Advisory Council to develop and maintain a strategic plan for the System of Care. The strategic plan must include recommendations related to: 

  • Services and supports 
  • Implementation of in-home services, crisis services, therapeutic foster care, family support services, and integration of services within residential treatment settings 
  • Evaluating the effectiveness of services and supports  
  • Reducing risk of juvenile dependency or delinquency 
  • System of Care governance structure 
  • Core values and guiding principles 
  • Standards to ensure cultural responsiveness 

2026-2029 Plan

To create a plan that meets the needs of children, youth and families, we need your help.  There are many ways to get involved in strategic planning efforts:

  • Attend an upcoming Data Party to learn about and discuss key information about the system.
  • Attend an upcoming Action Party for youth and families with lived experience in the system.  We want to hear your vision for the System of Care and your specific ideas on ways the system can be improved.
  • Sign up for our mailing list for ongoing information about our process for developing the strategic plan and other ways you can get involved.

Description:  Hear and reflect on important data points from the SOC Data Assessment Report.

Audience: Youth and caregivers/family members with lived system experience, and regional System of Care partners and providers.

2022-2025 Plan

The 2022-2025 Strategic Plan (English) (Spanish) focuses on the following vision, outcomes and goals:

​A future where young people from all backgrounds are healthy, safe, learning and thriving at home and in their communities. ​

  • ​​All youth hav​e connections to their community. 
  • All children and youth have a permanent home. 
  • Families know about available services and supports. 
  • Youth can access care when they need it. 
  • Youth have access to culturally and linguistically responsive care. 
  • System involved youth graduate from high school. 
  • System involved youth have necessary independent living skills. 
  • System involved youth have a plan to continue with their education or have a vocational plan and related identified services and supports. 
  • Children in child welfare custody are served in home, wherever safety permits. 
  • The juvenile justice system is not used as a gateway to behavioral health services. 
  • Young people involved in multiple systems do not, after the age of 21, enter the adult correctional system. 

​​Youth and family centered: 

Youth and family are full partners in care at the individual, program and policy levels with strengths and needs of the child and family determining the types and mix of services and supports provided. 

Integrated and collaborative: 

Child and youth serving systems are integrated and collaborative with shared initiatives, funding, processes, and policies that are youth and family driven, transparent and grounded in the System of Care philosophy. 

Culturally and linguistically responsive: 

Services and supports are developmentally appropriate, culturally, and linguistically responsive, and trauma informed. 

​Community based: 

Services and supports are community based so that appropriate care options are accessible, flexible, and available at home or close by.
