Community Based Perinatal Services Access Grant

On July 17th, 2025, Governor Tina Kotek signed into law SB 692, which established a community-based perinatal services access grant program to increase access to culturally specific and culturally competent community-based services during the perinatal period.

Funding Opportunity Now Open Until August 7, 2026 (3pm)

The Community-Based Perinatal Services Access Grant Program intends to distribute $500,000 in 2026 through a competitive grant process. These funds are intended to support community based perinatal professionals in obtaining training/ education, performing outreach, recruitment, the expansion of doula organizations, and technical assistance to support racially, ethnically, linguistically, and geographically diverse perinatal service providers. 

In order to be considered, all proposals must include the following:

Approved use of funds includes: 
  • Tuition, supplies, materials for training perinatal providers (Doulas, CHWs) 
  • Wages or stipends for trainees 
  • Outreach and recruitment efforts for new perinatal providers  
  • Capacity building for culturally specific providers 
  • Billing, training and mentoring 
  • Accessing or providing technical assistance for Oregon Health Plan (Medicaid) billing for perinatal health services 
  • Community outreach 
Eligible applicants include: 
  • Culturally-specific organizations 
  • Nonprofit organizations 
  • Small businesses with demonstrated capacity to support perinatal services
