Licensure Information - Educational Sign Language Interpreter Temporary License

  • An educational sign language interpreter license allows an individual to provide sign language interpreter services in an educational setting only.
  • An educational sign language interpreter temporary license becomes invalid when one of the following occurs, whichever occurs first: June 8, 2024, or the HLO grants or denies the license holder a license under HB 2696 (2023).
  • The educational sign language interpreter temporary license may not be renewed.
  • The issuance or the licensee's holding of an educational sign language interpreter license does not supersede, replace, or negate the need for the license to comply with other laws requiring licensure or registration, or competent sign language interpreter services.

How to Apply - Application Requirements for the Educational Sign Language Interpreter Temporary License

  • Meet the requirements of Oregon Administrative Rule, Chapter 331, Division 30.
  • Submit a completed application (see applications under the "Forms" header below).
  • Submit two forms of original identification issued by a government agency. Acceptable identification options can be found under Oregon Administrative Rule, Chapter 331, Division 30.
  • Submit proof of being at least 18 years of age.
  • Attest to being in compliance with a nationally recognized code of professional conduct, such as the code authored by the Registry of Interpreters for the Deaf (RID) and the National Association of the Deaf (NAD).
  • Attest to meeting the minimum standards established by the Oregon Department of Education under Oregon Administrative Rule 581-015-2035.
  • Attest to meeting the following minimum standards:
    • Achieving a passing score of 3.5 or above on the Educational Interpreting Performance Assessment (EIPA) performance test; or
    • Holding RID National Interpreting Certification, RID Certificate of Interpretation or RID Certificate of Transliteration.
  • Attest to meeting the following minimum standards:
    • Holding a bachelor's or associate degree from an Interpreter Education Program or in a related educational field; or
    • Achieving a passing score on the EIPA written test.

Fees

There are no fees required for the HLO temporary license; however, once the Board has Oregon Administrative Rules in place, temporary license holders will need to reapply for permanent licensure by the Board. At that time, there will be a fee for application processing and a fee for the permanent license issued by the Board.
