Cosmetology Provisional Certification - Rules Advisory Committee Invitation

The Health Licensing Office (HLO) and the Board of Cosmetology (Board) invite interested parties to apply to serve on a Rules Advisory Committee (RAC) to implement the requirements of HB 2380 (2025). The bill requires the Board to establish rules for obtaining and renewing provisional certificates, including fees, verification of the applicant's residential address, and required supervised hours. The bill also requires standards outlining supervisor qualifications and supervision standards. Finally, the Board must determine the qualifications needed to obtain a practitioner certificate through the provisional certification pathway.

The purpose of the RAC meetings is to gather feedback on draft administrative rule language. RAC members will receive the draft administrative rule language prior to each meeting. HLO staff will facilitate a review of the language. Feedback from RAC members and public comments will be recorded and published on the Board's website for review. The HLO will provide an overview of the RAC meeting(s) to the Board and present draft rules for review and approval. No decisions will be made during RAC meetings, and no votes will be taken; consensus will not be a goal or a requirement.

The HLO encourages external experts, individuals, entities, advocates, and representatives of communities likely to be affected by the administrative rules to apply to serve on the RAC or to provide input and recommendations to the HLO during the rulemaking process.

To apply to serve on the RAC, please complete the Application to Serve on a Rules Advisory Committee form and submit it to samie.patnode@oha.oregon.gov or mail it to the address listed at the top of the form. To be considered, applications must be received by 12 p.m. (noon) on February 13, 2026. The first two RAC meetings are scheduled for February 18 and March 18, beginning at 9:30 a.m., and will be held in person or via Zoom videoconference.

Please note that members of the Qualification Committee are also considered RAC members for purposes of fulfilling statutory requirements.
