Oregon Reproductive Health Program Manual

The RH Program Manual is meant to help clinic staff understand the overarching requirements that span RHCare, CCare, and AbortionCare, how to enroll clients into the RH Access Fund (RHAF), what services are covered by each program, and how to bill the RHAF. The manual has four sections:

Overview (updated 1/2024),
Client Eligibility & Enrollment (updated 3/2026),
Services & Supplies (updated 8/2023),
Billing & Data (updated 1/2024), and
Glossary

Each section provides a broad overview of its topics and has links to tools and
resources that give detailed descriptions and instructions.
