At the October 9, 2025, meeting, the Oregon Environmental Restoration Council (OERC) initiated rulemaking for the Tribal Nation Natural Resource Program. The Tribal Nation Natural Resource Program Fund is one of three subfunds of the Oregon Environmental Restoration Fund, which consists of funds from a settlement agreement with Monsanto. The Tribal Nation Natural Resource Program annually transfers payments in equal amounts to each of the federally recognized Tribes in Oregon for environmental restoration and stewardship of natural resources. Outreach to each of the federally recognized Tribes occurred as program rules were drafted. Initial draft rules were shared with each of the federally recognized Tribes on March 11, 2026 for a 45-day review period. Program staff collected Tribal feedback and comments and revised draft rules before beginning the formal rulemaking process.
