414th regular meeting of the Oregon Environmental Quality Commission

May 20, 2021: Teleconference

The commission held its regular meeting by teleconference, using the Zoom web conferencing platform (for video and audio connection), and additional access by by toll-free telephone (for audio-only connection).

Welcome and meeting open
The commission will open the meeting and review the day's agenda.


12:20 p.m.
A. Informational item: Commissioner reports
Commissioners will provide verbal updates of their recent activities of interest to the commission and DEQ.


12:25 p.m.
B. Action item: Draft meeting minutes
Commissioners will review and take action on proposed draft minutes from recent EQC meetings.


12:30 p.m.
C. Action item: High Hazard Rail rules
DEQ will propose rules for requirements specific to transportation of oil products by rail, including contingency and emergency response planning and financial responsibilities for rail companies. These proposed rules clarify the High Hazard Rail program established by House Bill 2209 (2019 Legislative Session).

D. Informational item: Clean Truck rulemaking update
DEQ will present information about the Clean Truck rulemaking process and rule development.


1:45 p.m.
E. Informational item: Climate Protection Program update
DEQ will present updates about the Climate Protection Program rulemaking process and policy design elements under consideration.

F. Public forum
The commission invites the public to present comments to the commission about environmental or public health issues of concern.

  • Commenters are asked to limit statements to three minutes or less
  • Time limits may be shortened by the commission to accommodate all people interested in presenting comments during this item.

The commission will recognize DEQ employees for their service and commitment to Oregon's environment.

H. Informational: Director's report
Director Whitman will present written and verbal updates on agency activities and other issues of interest to the commission.

Executive session
Following the close of the regular meeting, the commission will hold an Executive Session. This executive session will be held pursuant to ORS 192.660(2)(f) and (h).

Executive session is a closed meeting for commissioners, specific DEQ staff and staff from the Oregon Department of Justice, to discuss confidential legal information and updates. Per state law, members of the media may attend executive session; however, they may not report on the specifics or details of any discussions or information presented during executive session.
