Approved Facilities Under Construction:

Boardman Coal Plant – Review of Termination Request

The Department is conducting its review of the termination request, in conjunction/consultation with the Oregon Department of Environmental Quality and Oregon Public Utilities Commission staff. The Department will present its recommendations to Council for concurrence, modification, or rejection to terminate the site certificate, once all of the required information is received.

Buckley Solar Facility – Notice of Intent

The preliminary Application for Site Certificate must be submitted by August 16, 2026.

Carty Generating Station Preliminary Application for Site Certificate (pASC)

The preliminary Request for Amendment (pRFA4) was submitted on February 16, 2024. The Department determined pRFA4 was incomplete on April 16, 2024 and sent requests for additional information (RAI). The Department anticipates RAI responses, and a second round of RAIs will be needed in Q2 2026.

Cascade Renewable Transmission System – Preliminary Application for Site Certificate (pASC)

The Department is drafting the Draft Proposed Order and coordinating with reviewing agencies on review of the pASC. Completeness review will continue through Q2 2026.

Deschutes Solar and Battery Energy Storage System (BESS) Facility  – Preliminary Application for Site Certificate (pASC)

The Department is drafting the Draft Proposed Order and coordinating with reviewing agencies on review of the pASC. Completeness review will continue through Q2 2026.

Heppner Wind Project – Notice of Intent

The preliminary Application for Site Certificate must be submitted by March 27, 2027.

Klamath Cogeneration Project  preliminary Request for Amendment #6

The Department is reviewing pRFA6 for completeness. The Department anticipates deeming pRFA6 complete and issuing a Proposed Order in July 2026.

Klamath Falls Energy Center – Notice of Intent

The preliminary Application for Site Certificate must be submitted by December 2027.

Muddy Creek Energy ParkPreliminary Application for Site Certificate (pASC)

The Department is drafting the Draft Proposed Order and coordinating with reviewing agencies on review of the pASC.
Looking Forward: Completeness review will continue through Q2 2026.

Oregon Trail Solar Facility – Preliminary Application for Site Certificate (pASC)

The Department is reviewing the pRFA for completeness and drafting the Proposed Order. The Department anticipates deeming the RFA complete and issuing a Proposed Order in July or August 2026.

Saddle Butte Energy Facility – Notice of Intent

The preliminary Application for Site Certificate must be submitted by December 2027.

Speedway Energy Facility – Notice of Intent

The preliminary Application for Site Certificate must be submitted by October 2027.

Sunrise Solar and Storage Projects – Notice of Intent

The preliminary Application for Site Certificate must be submitted by February 27, 2027.

Sunstone Solar Project – Request for Amendment to Transfer

Council conducted a public hearing on the Request for Amendment to transfer at its June 26, 2026 meeting. Council then reviewed the Request for Amendment to transfer and voted to approve and granted issuance of an Amended Site Certificate to the new certificate holder.  

The Department is administratively finalizing the Final Order on the Request for Amendment and will issue it in July 2026.

Umatilla-Morrow County Connect Project – Preliminary Application for Site Certificate (pASC)

Review of the pASC is on hold, pending the applicant’s evaluation of an additional alternative transmission line route, under review to determine if there is an alternative route with lessor impacts. The Department expects to receive updated information from the applicant in October 2026.

Wheatridge Renewable Energy Facility East – Request for Amendment #2

The Department deemed the RFA complete and is preparing the Proposed Order. The Department anticipates issuing a Proposed Order and conducting a public hearing on RFA2 and the Proposed Order in July 2026.

Yellow Rosebush Energy Center – Contested Case

On June 12, 2026, the Hearing Officer issued a Consolidated Ruling on Motions for Summary Determination and Proposed Contested Case Order. The ruling granted the Department and Applicant’s motions for summary determination and issued a proposed ruling, recommending that Council issue a Final Order granting the requested site certificate consistent with the Department’s Proposed Order dated December 5, 2025, including the recommended site certificate conditions. The Proposed Contested Case Order includes the opportunity for parties and limited parties to file exceptions and responses to exceptions with the Council’s representative, Jesse Ratcliffe. 

If exceptions are filed by July 10, Council will conduct a hearing on exceptions and may review the Proposed Contested Case Order and Department’s Proposed Order at the August 2026 meeting. 

Rulemaking - Radioactive Transport Fees

The public hearing on the Notice of Proposed Rulemaking will occur at the July 24, 2026 Council meeting. The public comment period runs through July 31, 2026.

Rulemaking - Compliance Rulemaking

Staff presented draft language to Council at its June 24, 2026 meeting and was given authorization by Council to file a Notice of Proposed Rulemaking. Once staff files the Notice of Proposed Rulemaking the public comment period will begin.

Rulemaking - Financial Expertise and Retirement Assurance

Once additional internal research has been completed, staff will schedule a third RAC meeting, likely for July.
