The Department received an NOI on July 28, 2026. The Department will issue Public Notice of a comment period on the NOI and of an August 20, 2026 public informational meeting. The project webpage will be set up in early August and will include all current project related information. |
Boardman Coal Plant –
Review of Termination Request
The Department is conducting its review of the termination request, in
conjunction/consultation with the Oregon Department of Environmental Quality
and Oregon Public Utilities Commission staff. The Department will present
its recommendations to Council for concurrence, modification, or rejection
to terminate the site certificate, once all of the required information is
received.

Buckley Solar Facility
– Notice of Intent
The Department received a request to extend the NOI on June 10, 2026. At its June 24, 2026 meeting, Council reviewed and approved the NOI extension, extending the deadline for the applicant’s submittal of a pASC to August 2027. The pASC must be submitted by August 17, 2027.

Carty Generating Station – preliminary Application for Site Certificate (pASC)
The preliminary Request for Amendment (pRFA4) was submitted on February 16, 2024. The Department determined pRFA4 was incomplete on April 16, 2024 and sent requests for additional information (RAI). The Department anticipates RAI responses, and a second round of RAIs will be needed in Q3 2026.

Umatilla-Morrow County Connect Project
– Preliminary Application for Site Certificate (pASC)
Review of the pASC is on hold, pending the applicant’s evaluation of an additional alternative transmission line route, under review to determine if there is an alternative route with lessor impacts. The Department expects to receive updated information from the applicant in October 2026.

The Department issued its Proposed Order on July 2, 2026. A public hearing was conducted on July 24, 2026; the comment period extended through July 31, 2026. Council will review the draft Final Order and issues raised in comments received on the record at its August 21, 2026 meeting. |
Yellow Rosebush Energy Center
– Council’s Final Review of Hearing Officer’s Proposed Contested Case Order and Department’s Proposed Order
On July 10, 2026, limited party Alvin Alexanderson filed an exception, with 14 arguments, to the Hearing Officer’s Proposed Contested Case Order. On July 24, 2026, the Department and applicant filed responses to Mr. Alexanderson’s exception. At the August 21, 2026 meeting, the Council will conduct a hearing on the exceptions and responses. The Council will then have the opportunity to review and approve, modify or reject the Hearing Officer’s Proposed Contested Case Order and the Department’s Proposed Order.

The public hearing on the Notice of Proposed Rulemaking took place at the July 24, 2026 Council meeting. The public comment period runs through July 31, 2026. Council will review this rulemaking for final decision at its August 21, 2026 meeting.
