The Capital Investment Plan – Draft Release Coming Soon

The Capital Investment Plan (CIP) is ODOT’s new 10 year, statewide strategy for identifying, evaluating, and prioritizing investments on the state highway system before funding decisions are made. The CIP connects long range policy goals with near term budgeting and focuses on key outcomes including preservation, safety, multimodal access, climate, equity, and mobility.  Candidate projects have been developed using asset data, existing plans and studies, and project ideas submitted by Area Commissions on Transportation (ACTs) across the state. These projects have been forwarded for screening and scoring. A CIP Selection Committee—made up of representatives from ODOT, AOC, and LOC—is now preparing the draft CIP list, which should be released later this month.

Schedule:
  • ODOT Region 2 staff will share the draft CIP list with CWACT later this month.
  • ODOT leadership will present the draft CIP list to the Oregon Transportation Commission on September 15
  • A 45-day public comment period will follow, running September 16 through November 2.
 
The CIP program manager will provide a full overview of the CIP at our next full commission meeting on October 22.
 

Connect Oregon Region 2 Review Committee (Super ACT)

The Connect Oregon 2026 Region 2 Review Committee (Super ACT) will meet on Wednesday, August 26, from 1-3 PM with representation from CWACT.  The Federal Grant Match option is separate from the Connect Oregon Competitive Grant program, which closed its latest grant opportunity in March 2026. We have about $30 million for this year’s competitive grant opportunity, due to a one-time funding redirection from the program earlier this year.  We expect the Oregon Transportation Commission to approve the final project list at their December 2026 meeting.  Region 2 Connect Oregon applications.pdf.  
 

Oregon Department of Aviation Seeks ACT Representative for the Aviation Review Committee

The Oregon Department of Aviation will begin the eleventh cycle of the Critical Oregon Airport Relief (COAR) grants this fall.  The application period will begin October 2026. Airport sponsors from across the state will submit applications for consideration.  As per Oregon Revised Statute (ORS) 319.023, the State Aviation Board would like to request that your ACT appoint a representative to be a member of the Aviation Review Committee (ARC). The ARC will be responsible to score the grant applications between the end of the application submittal period and the beginning of 2027 and convene at least once as an entire committee in early 2027 for making final recommendations to the State Aviation Board for grant awards.  Please Note - Previously, the ACTs were able to appoint a chosen person to be on the Aviation Review Committee, regardless of if the person was also a member of the ACT. Per updated review and interpretation of statute by Oregon Department of Justice, the member of the ARC must be a member of the ACT they are representing.

  • Members contact ODOT staff if interested in participating as the representative. That information will be shared at the next full commission meeting.
  • CWACT selects a representative at the Full Commission meeting on October 22.
  • ODOT staff send the contact information for our representative to the Department of Aviation by the October 23 deadline.
