Chair Brown - Oregon Transportation Commission Member
Julie Brown has served as General Manager for the Rogue Valley Transportation District (RVTD) since 2007. Nearly three decades of experience in transportation planning and service implementation have helped her to develop and shape transportation programs to serve the District as well as other agencies and programs throughout the nation. Chair Brown is currently the Vice President of the Community Transit Association of America (CTAA) and a Board member of the Oregon Transportation Association (OTA). She has served as an Oregon Transportation Commissioner for the State of Oregon since her appointment by Gov. Brown in 2018.
Vice-Chair Beyer - Oregon Transportation Commission Member
Lee Beyer was appointed to the Oregon Transportation Commission by Gov. Brown in 2023 following his retirement from the Oregon Legislature. Beyer served for three decades in state government and represented Oregon Senate District 6 from 2011 to 2023, during which he also served as Chairman of the Senate Transportation Committee. Beyer served a previous term in the Legislature from 1991 – 2001 before being appointed by Gov. Kitzhaber to the Oregon Public Utility Commission (PUC). Beyer retired as Chairman of the PUC in 2010 after serving for nine years, during which he also served on the Oregon Global Warming Commission and the Governor's Energy Planning Council. Beyer also served as Vice-Chairman of the National Association of Regulatory Utility Commissioners (NARUC) Electricity Committee, as a member of the NARUC Critical Infrastructure Committee and Climate Change Task Force and of the national Electric Power Research Institute's Advisory Council, and as a Director of the Western Electricity Coordinating Council, Inc.Prior to his appointment to the PUC, Beyer worked professionally for over 25 years in business and industrial development and served for six years on the Springfield City Council. Outside of government, Beyer has participated in a wide variety of state, community, and private boards and committees. Beyer and his spouse, former State Representative Terry Beyer, have three grown children and have lived in Springfield for over 50 years.
Lisa Sumption - ODOT Director (Interim)
Lisa Sumption is the interim director of the Oregon Department of Transportation. Sumption, who previously led the Oregon Parks and Recreation Department since 2014, has served more than 24 years in public service and is one of the longest-serving agency directors on the Governor's Enterprise Leadership Team. She will serve in this role until a permanent director is identified and appointed.
Tova Peltz - ODOT Delivery & Operations Division Administrator & Chief Engineer (Interim)
Tova Peltz, PE, GE serves as interim Chief Engineer and Division Administrator for the Delivery & Operations Division for the Oregon Department of Transportation (ODOT). In her role, she oversees ODOT's largest division which is responsible for maintenance, operations and project delivery for our statewide transportation system. Tova is from Portland and joined ODOT in 2007 and served for over 15 years in the greater Portland metro area as a geotechnical engineer, construction project manager and program manager. Prior to joining ODOT Tova worked in the consulting engineering industry as a geotechnical engineer and engineering geologist. With more than 25 years of experience in the public and private sectors, Tova is committed to growing the profession of engineering--chairing the annual Engineers Week High School Program in the greater Portland / Vancouver metro area and championing a variety of STEM outreach programs at ODOT. Tova was named a Woman of Vision by the Daily Journal of Commerce in 2018 and ASCE Oregon Section's Engineer of the Year in 2023.
Paula Hammond - Subject Matter Expert in Major Project Delivery
Paula Hammond is a native of Klamath Falls and a graduate of Oregon State University where she earned a degree in civil engineering. She worked for the Washington State Department of Transportation for 34 years, including five years as WSDOT secretary of transportation. She now works with transportation agencies across the nation in her role with engineering firm WSP.
Paula is a nationally recognized figure on transportation issues, having served as an advisory committee member for the United States Department of Transportation’s Intelligent Transportation Systems Program and as a leader of numerous American Association of State Highway and Transportation Officials committees.
Ted Aadland - Subject Matter Expert in Major Project Delivery
With over 40 years of experience in the construction sector, Ted
Aadland is currently working as a consultant, mentoring businesses and
individuals. A former president of the Associated General Contractors of
America, he co-founded F. E. Ward, Inc. in 1979,
created the partnership Aadland Evans Constructors, Inc. in 2003, and oversaw
the construction of the Sellwood Bridge for Sundt Construction between 2012 and
2017.
Ted was recently the chairman of the National AGC Political
Action Committee, a member of the Ways and Means Committee, the Legislative
Committee, the Highway Committee, and the Past Presidents Leadership Committee.
Troy Halouska - Subject Matter Expert in Federal NEPA Process
Troy Halouska, Colorado Department of Transportation, Senior NEPA Specialist and PEL Program Manager. Troy has 26 years of experience with all aspects of the NEPA process and Environmental Project Management. He is currently the Senior NEPA specialist at CDOT headquarters where he works on NEPA policy for CDOT, conducts NEPA and Environmental Project Management trainings, reviews project documents, advises Regional environmental staff, and coordinates with FHWA and other agencies about NEPA issues at CDOT. Prior to working for CDOT, Troy worked as an environmental planner and project manager at consulting firms for 13 years. He has spent time working with other state DOTs on NEPA policy as well as the implementation of PEL programs. He has sat on advisory boards looking to find efficiencies in the NEPA process and regularly participates in peer exchanges with other states and FHWA on various NEPA and PEL topics.
