Health Care Interpreter Complaint Process
This complaint process helps uphold high standards of professionalism and conduct for credentialed Health Care Interpreters (HCIs). It tells you how to report concerns about an HCI.
HCI Program Oversight
The Health Care Interpreter Program manages the HCI credentialing rules and processes. The program reviews complaints about credentialed HCIs.
For complaints that are not about a credentialed HCI, go to the table at the end. It will tell you where to file a complaint.
How To File A Complaint About an HCI
To submit a written complaint about unethical behavior or violations of program requirements by an HCI, follow these steps:

Investigation and Resolution
The Oregon Health Authority Civil Rights Unit investigates complaints. The goal is a fair and timely outcome. Some cases take longer due to complexity and resources.
Complaints About non-HCIs
In 2021, the Oregon Legislature passed
HB 2359. It gave some enforcement duties for health care interpreting to oversight entities, such as licensing boards. Use the table below to find oversight entities, who they oversee and where to file a complaint.
