General Information

  • Serves Individuals with Disabilities and Older Adults.
  • Recipient households must be at or below 80% area median income.
  • 20% cap on administrative expenses.
  • Total funding available: $4,700,000.
  • Applicants can request up to $500,000 (anticipated awards approximately: 10-15).
  • Grant period: 3 years, however proposals for periods of time less than 3 years (36 months) may be considered.

For the Nine Federally Recognized Tribes in Oregon, OHA will follow established processes to engage with Tribes to offer and provide set aside funding.  Please contact healthyhomes@odhsoha.oregon.gov for any questions related to Tribal funding.

Applicant must describe in their application how they serve or represent one or more of the following communities:

  • Individuals with Disabilities
  • Older Adults 55 years of age or older

Key Funding Priorities and Scoring Criteria

  • Organizations that have a proven track record of delivering direct services to low income households, including Individuals with Disabilities and Older Adults. This may include outreach, case management, or health related programs that specifically support these populations.
  • Organizations with direct experience implementing home repair, home modification, or residential rehabilitation programs, including management of contractors and coordination with property owners and residents.
  • Organizations which serve a geographic area where home repair and accessibility needs are high and existing resources are limited, such as rural or frontier communities.
  • Organizations which can leverage other sources of funding to contribute to the project.

Additional considerations may be given to proposals which:

  • Include specific accommodations for renters.
  • Identify and address the impacts of Intersectionality when considering health and housing inequities.
  • Use Whole-Home Assessments and/or Aging in Place assessment tools when evaluating properties.
