2026-2027 School-Linked Mobile, Telehealth, and Healthcare Access Request for Proposals (RFP)
The Oregon Health Authority (OHA) Adolescent and School Health (ASH) Unit is pleased to announce 2026-2027 School-Linked Mobile, Telehealth, and Healthcare Access Request for Proposals (RFP).
This funding will support reducing barriers to healthcare access through leveraging electronic communications technologies to provide healthcare services to patients remotely, bringing care directly to patients via mobile health units, and/or other pilot models for increasing school youth access to care proposed by grantee to be approved by OHA ASH Unit.
These funds will be open to School Districts (SDs), Educational Service Districts (ESDs), or Community/Culturally Based Organizations (CBOs), Local Public Health Authorities (LPHAs), Federally Qualified Health Centers (FQHCs), Rural Health Clinics (RHCs), hospital systems or other medical entities based on a competitive proposal review process.
To be considered in the OHA proposal review process, all proposals must be received by 12pm (noon) on July 2nd, 2026. OHA will notify all applicants of their awarded status by July 17th, 2026.

School-Linked Telehealth Project Overview
The passing of House Bill 2591 resulted in the availability of funds for grants to certified school based health centers (SBHC) to support school-linked telehealth pilot projects. The projects includes the leveraging of electronic communications technologies to provide healthcare services to patients remotely.
For the 25-27 grant period, grantees who have operational sites are to meet the following operational criteria and funding formula:

School Linked Telehealth Pilot Evaluation
As required by HB 2591, the Adolescent and School Health Unit conducted an evaluation of the School-Linked Telehealth Pilot Program:

The evaluation included a study of telehealth workflows and billing and reimbursements, and impact of the program on student attendance and access to care. The report includes the following recommendations:
- To Policy Makers: Continue to support Oregon's population health goals for youth by supporting novel approaches to expanding school-based health services.
- To School-Based Health Centers: Engage with local community members, school partners and students to determine need and readiness for school-linked telehealth. See Telehealth Evaluation Report Appendix: Checklist for New School-Linked Telehealth Programs for a full list of lessons learned from this pilot.
- To School Districts: Assess the capacity of your school buildings to accommodate the logistical needs of school-linked telehealth and consider adding this service to support students with unmet medical or behavioral health needs.
School-Linked Mobile Clinic Project Overview
