Current Rulemaking

Collaborative Rulemaking - Esthetics and Advanced Esthetics
The Board of Cosmetology and the Board of Certified Advanced Estheticians are participating in a collaborative rulemaking process to delineate the scope of practice between esthetics and advanced esthetics as well as qualification and practice standard requirements. Topics include but are not limited to the following:
  • Micro-needling;
  • Chemical peels;
  • Reciprocity; and
  • Nationally recognized program.
Review of all Cosmetology Rules
In addition to the collaborative rulemaking between the Board of Cosmetology and the Board of Certified Advanced Estheticians the cosmetology profession is beginning the rulemaking process for all fields of practice (barbering, hair design, esthetics, natural hair care, nail technology) as well as business authorizations (facility licenses, independent contractor registrations and freelance authorizations).
Areas specifically under review are as follows:
  • Scope of practice between advanced esthetics and basic esthetics
  • Client record requirements
  • Infection control standards
  • Continuing education
  • Device and equipment requirements
  • Retake examination requirements
  • Board procedures including chair, meeting dates and responsibilities
Proposed rules for the Board of Cosmetology are expected to be filed with the Secretary of State's Office for publication in the September 2019, Oregon Bulletin. Once filed all interested parties and stakeholders are invited to provide written comments from September 1, 2019, through September 30, 2019, at 5 p.m.
A public administrative rule hearing has been scheduled for September 24, 2019, from 9 a.m. to noon at the Health Licensing Office, 1430 Tandem Ave. NE, Suite 180, Salem, OR 97301. Administrative rules are scheduled to become permanent and effective on January 1, 2020. Please note that the schedule is subject to change.
