Oregon Health Plan (OHP) Reentry Health Care

Health Care Benefits for Incarcerated Youth

Oregon is working to provide limited Oregon Health Plan (OHP) benefits to youth transitioning out of carceral facilities. These include:

  • Juvenile detentions
  • County jails
  • Oregon Youth Authority facilities
  • Oregon Department of Corrections facilities
  • Federal prison

These benefits are known as Reentry Health Care benefits. They cover services that fall under Section 5121 of the 2023 Federal Consolidated Appropriation Act (FCAA).

Questions and Answers

​Post-release services will begin Jan. 1, 2026.  Pre-release services will begin no earlier than 2027. 

​Reentry Health Care benefits will cover 30 days of pre-release services and 30 days of post-release services to support successful reentry into the community. 

  • ​Preventive health screenings and diagnostics in alignment with Early and Periodic Screen​​ing, Diagnostic, and Treatment (EPSDT) benefits 
  • Targeted Case Management:
    • Assessment of needs 
    • Development of a person-centered care plan based on assessment 
    • Referrals to services identified in care plan 
    • Follow-up to ensure care plan is implemented 
    • 30 days post-release care coordination (finding healthcare providers, scheduling appointments, etc.)

​To qualify for these benefits, youth must be: 

  • ​Eligible for Medicaid or Children's Health Insurance Programs (CHIP) 
  • Under age 21 or under age 26 for those who have aged out of the foster care system
  • Post adjudicated (sentenced) 
  • Within 30 days before release from a carceral facility or within 30 days post-release from a carceral facility ​
