COVID-19 Regional Support Approach

With the COVID-19 pandemic, the need to build resilience and support for Oregon communities could not be greater.

The Governor’s Joint Task Force for Health Care Systems Response for COVID-19 released an initial report which provides recommendations to inform the state’s response to COVID-19. Oregon Health Authority (OHA) and the Emergency Coordination Center (ECC) are working with regions and local communities to implement these recommendations and respond to local need. The goal of more support for regions across the state is that communities get exactly what they need.

The state is divided into 5 or 7 regions for purposes of state emergency response:

Note: Currently, there is no Region 4 or 8. See All Region Map for regional coverage. For COVID-19 response Curry County is in Region 5.

Regional Support Structures

Regional Health Care Coalitions & Regional Emergency Coordinators: Regional Health Care Coalitions and Regional Emergency Coordinators assist local communities with emergency preparedness and response. They plan, practice, and improve response efforts regionally. They also maintain communication between regional leaders and the state, including helping communities get needed resources. Regional Resource Hospitals: In the event of a surge of COVID-19 cases, Regional Resource Hospitals would work with local hospitals to maximize patient access to hospital beds. Regional Resource Hospitals would track bed capacity for hospitals in their region and assist local hospitals with patient management should they reach capacity.

The State has agreed with the following hospitals to serve as Regional Resource Hospitals:

  • Region 1: OHSU
  • Region 2: Salem Health
  • Region 3: PeaceHealth Sacred Heart at RiverBend
  • Region 5: Asante*
  • Region 7 St. Charles, Bend
  • Region 9: Grande Ronde Hospital

*Note: for COVID-19 response, Asante will serve Curry County as part of Region 5.

Community Mitigation Planning: Through federal funding, the state is assisting Local Public Health Authorities in community-based planning. Community Mitigation Plans will inform how communities slow the spread of COVID-19, protect vulnerable people, and maintain healthcare services and workforce going forward.
