Hollingsworth & Vose Fiber Company Permits

Hollingsworth & Vose manufactures specialty glass fiber products from sand and other materials using electric furnaces and other equipment that result in glass melting and shaping of the glass into long, very thin fibers. Glass fiber produced at this facility is a raw material used in air and liquid filtration media and specialty battery separator media. H&V acquired the site in 1996 from Evanite Fiber Corporation.

Air quality permit

DEQ issued Hollingsworth & Vose an air contaminant discharge permit in 2008. DEQ received recent information from tests conducted on the facility’s air emissions. The new emission data documented air permit violations that resulted in an enforcement action called a Mutual Agreement and Order and a penalty. To correct the violations DEQ requires the company to apply for two new air permits, a Prevention of Significant Deterioration permit and an Oregon Title V operating permit which will replace the current permit. 

Monitoring update April 2018

Following recent concerns regarding glass fiber emissions, DEQ conducted ambient glass fiber particulate monitoring around the facility. This involved taking dozens of samples at various locations for more than a month, starting in June 2017. Results of the sampling showed very low concentrations of glass fibers at all locations where samples were taken. DEQ consulted the Oregon Health Authority to evaluate the results and is publishing the full monitoring report in the "For More Information" section below. The company plans to install control equipment to further reduce particulate matter emissions. The company has started installing the new units and all units should be installed by fall 2018.  

Air quality monitoring update July 2017

DEQ has installed four air quality monitors in South Corvallis to measure particulate matter and glass fiber emissions near Hollingsworth & Vose in response to community concerns about particulate matter in the neighborhood.
Monitors were placed in late June at:

  • First Alternative Natural Foods Co-Op, 1007 SE 3d Street
  • Crystal Lake Sports Field Complex, 100 SE Fischer Lane
  • Corvallis Lincoln Elementary School, 100 SE Alexander Ave.
  • A home in the 1500 block on Crystal Lake Drive

Ten sampling events will take place at each monitor. DEQ will analyze the sampling results from its monitors for type and quantity of particulate matter and glass fiber emissions to determine whether further action is warranted. DEQ will make results available to the public on this webpage.

In the meantime, the company is installing new emission controls at its facility to lower particulate matter and glass fiber emissions. DEQ is requiring the company to demonstrate the effectiveness of the new controls.

Wastewater release

On Dec. 24, 2015, at approximately 2 p.m., Hollingsworth & Vose maintenance employees were alerted to a potential malfunction of the transfer pumps that transport process water from the facility’s two glass production buildings west of the Willamette River to the facility’s treatment ponds east of the river. An investigation found the pipeline that connected the pumps and treatment ponds and coveys the process water through the Willamette River had been damaged by debris in the river and was subsequently losing process water into the river. The conveyance of the process water through the pipeline was shut off at approximately 4 p.m. on Dec. 24. Review of the pumping data indicated that the pumps had been malfunctioning since approximately 8:30 a.m. on Dec. 24. However, there was no estimate of how much process water had been released to the river. The company began trucking the process water to the treatment ponds until the pipe was repaired and tested on Feb. 7, 2016. Upon repair and testing, normal operations of transport of the process water were resumed through the pipeline.
