About the Plan
Section 3 of Senate Bill 4 (2021) requires the System of Care Advisory Council to develop and maintain a strategic plan for the System of Care. The strategic plan must include recommendations related to:
- Services and supports
- Implementation of in-home services, crisis services, therapeutic foster care, family support services, and integration of services within residential treatment settings
- Evaluating the effectiveness of services and supports
- Reducing risk of juvenile dependency or delinquency
- System of Care governance structure
- Core values and guiding principles
- Standards to ensure cultural responsiveness
