System of Care Advisory Council

About the Council

Senate Bill 1 (2019) established the Governor's System of Care Advisory CouncilSenate Bill 4 (2021) authorized the council to appoint an executive director, make recommendations on state agency budgets and develop a long-term plan for Oregon's System of Care​.

The council acts as a central, impartial forum for statewide policy development, funding strategy recommendations and planning. The council's goal is to improve the effectiveness and efficacy of child-serving state agencies and the continuum of care that provides services to youth (ages 0-25).

​​SOCAC is forming new subcommittees in alignment with the 2026-2029 Strategic Plan. Please come back as we add more updates!​

​The Legislative Workgroup:

  • Will review pending legislation and budget actions of the 2026 Oregon Legislature.
  • May support or oppose actions with permission from the Governor’s Office.
  • Meets weekly on Mondays from 2 to 3:30 p.m. Pacific Time via Zoom, from February 9 through March 9, 2026. 

The council may move meetings to accommodate federal holidays; please check this page for updates.​
