Upcoming HLO Closures and Delays

Mark your calendar:
The Health Licensing Office (HLO) will be closed on the following days:

  • Monday, January 19, 2026: Martin Luther King Jr. Day

  • Monday, February 16, 2026: Presidents' Day

Examinations will not be offered, and licenses will not be issued on these days.

​Our Regular office hours are:
Monday through Friday: 9 a.m. to 4 p.m.

Testing hours are:
Monday through Friday: 9 a.m. to 1 p.m.

Behavior Analysis Regulatory Board - Proposed Administrative Rule

​The Behavior Analysis Regulatory Board, under the Health Licensing Office, has filed a proposed rule with the Oregon Secretary of State.

The proposed rule outlines a process for the provisional registration of a behavior analysis interventionist, a requirement of House Bill 2048 (2023), and will replace the temporary rule that took effect on October 1, 2023, and expires on March 28, 2024.
