Board of Electrologists and Body Art Practitioners - Earlobe-Only Piercers - License Information

Applicants for an earlobe-only piercing license must meet education requirements, complete required training, complete an online education and examination process and pay required application and licensure fees.

Education and Training

  • High school diploma or General Education Degree (GED)
  • Bloodborne pathogens training from an agency-approved provider
  • Current basic first aid training from an agency-approved provider
  • Complete online education and examination process

Bloodborne Pathogen and CPR Information

Bloodborne pathogen courses must be compliant with U.S. federal guidelines 29 CFR 1910.1030 and may be obtained through hands-on, online or blended course instruction.

CPR and First Aid certification courses must be obtained through hands-on training, or blended training that includes a hands-on skills assessment examination for certification. Course provider certifications for these courses must include an evaluator/instructor name and authorization number on the certification card.

Earlobe-only Piercing Education and Examination

To obtain an Earlobe-only Piercing license, applicants must complete an Earlobe Piercing examination. This examination is administered through Workday Oregon, an online examination portal which can be accessed through the internet.

The Earlobe Piercing Examination Information Bulletin will provide specific information regarding content covered within each examination domain and specific information pertaining to the study references used to source the examination.

A Workday Oregon User Guide assists candidates through the steps necessary to access the examination and print the required certificate of completion which must be submitted to the Health Licensing Office with the Earlobe Piercing License Application.

Forms, fees and identification requirements

All applicants must submit proof of being 18 years of age or older, complete and submit an application form and pay appropriate fees. If applying by mail, submit a passport quality (2"X2") color photograph with the application. If applying in person at the HLO, a photograph will be taken by the HLO.

Applicants are required to produce two forms of original identification issued by a federal, state or local government agency of the United States at the time of examination. One of the forms must be photographic, and the legal name on both must match. See the Identification Requirements page for details.
